The situation
Property records were held on paper and in a legacy desktop database that only two people could operate. Demand was understated because the assessment register had not been refreshed in years, and arrears were invisible until an annual review.
What we built
A property assessment register rebuilt from a GPS-tagged field survey, an offline-capable Android app for surveyors and collection staff, counter-optimised transaction screens, and ward-level dashboards showing demand, collection and arrears updated daily.
Outcome
Collection against demand rose substantially in the first full year, driven mostly by properties that had simply never been on the register. Leadership got a daily view they previously saw once a year.
